Competency descriptor
This competency requires a pipeline engineer to have the knowledge and expertise to design, construct and operate dosing systems on hydrocarbon pipelines.

Competency application
This competency enables a pipeline engineer to design, construct and operate dosing systems including dosing systems that add odorant into a hydrocarbon gas stream.

Knowledge

Basic overview and understanding of:

·         Safety and environmental considerations when working with chemicals including the ability to recognise, read and interpret safety data sheet (SDS) for specific materials.

·         Material compatibility, contamination and cleanliness requirements for dosing system.

·         Workplace procedures in relation to personal safety, environmental hazards and reporting.

·         The range of pumping systems, using either pneumatics, hydraulic or electricity as the motive force.

·         Main pump types: including positive displacement and centrifugal.

·         Correct use of tools and test equipment.

·         Basic mathematical skills especially in relation to conversion factors.

Different types of dosing systems and identify components of the system from plans, technical drawings and schedules.

Selection of components and the design of dosing systems, including:

·         Pumps, flow rate dividers/multipliers and motive media (hydraulic, pneumatic or electric).

·         The design of the dosing control system and SCADA interface.

·         Bulk storage and transportation management of hazardous dosing chemicals.

·         Specialist plant piping and jointing.

Testing and determining the operability of the dosing system. Trouble-shooting and solution identification for underperforming dosing systems.

Mathematical calculations associated with the rate of dosing for a given process parameter, including conversion of units of volume, mass and time.

Experience

Familiar with and has worked with a range of dosing systems.

Identifies and articulates the implications surrounding dosing systems and is conscious of the consequences associated with the incorrect functioning of dosing systems. Understand limitations and precautions related to dosing system.

Performed calculations and has ‘set-up’ dosing systems to inject the appropriate rate of chemical or compound.

Has selected, specified and produced datasheets for specific dosing system components such as pumps, flow rate indicators and injection quills.

Has produced (or assisted in the production of) standard operating procedures for the safe handling and operation of chemical dosing systems, especially in regard to workplace health and safety and environmental issues.

Expertise

Understands, where applicable, damage mechanisms, scope, design, implementation, maintenance and operation of pipeline dosing systems. Understands and evaluates potential consequences, at times far-reaching, of dosing on systems downstream.

Contributes to a multidisciplinary team in the design, construction and risk assessment of dosing systems.

Ability to select, specify and produce datasheets for specific components of dosing systems.

Capable of communicating (both written and oral) the technical aspects and performance of dosing systems.

Produce work packs which detail the tasks associated with the installation, operation and maintenance of dosing systems.

Resulting capabilities of competency
Capable of designing, specifying, overseeing installation, commissioning and trouble-shooting dosing systems.

Capable of producing work instructions and/or procedures for delegation of work so as to perform maintenance and calibration of dosing systems.
