Overview of typical components of a pipeline project execution plan (PEP) and relationship to contract type (eg EPC, EPCM, etc).

Project background/baseline.

Project execution organisation including key personnel.

Engineering execution plan including:

·         engineering team

·         use of subcontractors, consultants and advisor

·         critical aspects and their control

·         interfaces with relevant parties including suppliers, owner representatives, construction team, etc

·         progress control

·         assistance to procurement group

·         testing and commissioning of facilities.

Procurement execution plan, including:

·         long lead time items

·         lease or purchase of construction equipment

·         special tools and materials, consumables

·         inspections, follow up and handling

·         import/export of required elements, customs clearance

·         transport logistics, warehousing/stockpiling.

Administration and finance plan, including:

·         accounting system – cost and revenue collection

·         bank account establishment

·         reporting requirements

·         financing arrangements, cash flow management

·         bank guarantee management.

Construction execution plan:

·         list of crews

·         for each crew:

o    work scope,

o    personnel/skill composition

o    equipment

o    services and subcontracts required

o    challenges and plans to control them

o    timing

o    special methods or requirements

o    procedures needed

·         March chart for construction spread.

Health and safety (management) plan:

·         requirements to be included (See SM004).

Environmental impact (or management) plan (See EH004):

·         requirements to be included.

Cultural heritage management plan (See EH004):

·         requirements to be included.

Project control plan including key tools:

·         scheduling software eg P6 or Microsoft Project, Primavera, etc

·         determining resource requirements and schedule using March charts and CPM planned sub-projects:

o    development of March charts for pipeline spread construction planning

o    use of critical path method (CPM) planning for non-spread activities

o    integration of CPM and March chart plans

·         definitive bill of quantities for cost estimation

·         near real-time project control system

·         project progress tracking information and milestones

·         weighted s-curve.

Risk management plan:

·         project risk identification, analysis and evaluation

·         aspects to include:

o    operational

o    financial

o    legal

o    contractual

o    climatic

o    community

o    security.

Quality plan, including:

·         contractual conditions requiring QA/QC

·         processes and procedures requiring QA/QC

·         information included and format of reporting

·         processes for ensuring satisfactory resolution of NCRs (Non- conformance reports).

Community relationships plan:

·         requirements to match the communities affected (see EH003).

Systems plan:

·         compiling component plans and ensuring coordination of plans and integrity of whole project execution plan, including document control system

·         arrangements to link project offices, project camps, owner’s representatives

·         software to support: engineering, material, procurement, accou8nting and control

·         technical support o be provided

·         compatibility with key parties: client, suppliers, subcontractors, consultants.

Experience

Member of a team planning a pipeline construction project and executing it for one major, two medium and five minor pipeline projects.

Expertise

Identifies the components needed for a complete and effective project execution plan.

Identifies the key requirements for each component plan, including reviewing draft plans.

Understands and contributes to the process for development of March charts and CPM plans for facilities and what needs to be included to provide the best forecast of the construction schedule.
