Central West Pipeline
TABLE OF CONTENTS
The Dampier to Bunbury Natural Gas Pipeline (DBNGP) system is owned and operated by DBNGP (WA) Nominees Pty Ltd (or DBP), part of the Australian Gas Infrastructure Group (AGIG). It consists of approximately 1539km of mainline pipe (1228km of which has been duplicated or looped) and 300km of laterals.
The DBNGP links the North West Shelf gas fields near Dampier with markets principally located in SW Western Australia, terminating at Bunbury. The majority of the natural gas transported by the pipeline is consumed by major industrial users in the mining and minerals processing industries, but it also supplies gas to power generators and gas retailers.
The DBNGP was constructed in stages between 1982 and 1985 by the State Energy Commission (SECWA). SECWA funded the construction of the pipeline and was also its foundation customer (alongside Alcoa, the pipeline’s initial cornerstone customer). The pipeline was privatised in 1998 when it was sold to Epic Energy, and was later purchased in 2004 by DBP, now part of the Australian Gas Infrastructure Group (AGIG).
The DBNGP is subject to full regulation by the WA Economic Regulation Authority (ERA) under the NGR. Under the National Gas Access (Western Australia) Regulations, the DBNGP is classified as a Designated pipeline. This means that under the NGL the DBNGP must remain under full regulation and cannot be the subject of a light regulation determination
